Cloudflare error 1015 — You are being rate limited
The site owner configured a rate-limiting rule and your IP crossed it. This is Cloudflare's own error page, not the origin's — the origin never saw the request.
A proxy fixes this. Cloudflare's rate-limit rules are almost always keyed on the IP, so distributing across a pool is the direct answer. Residential exits also start with a much higher budget than datacenter ranges.
Why it happens
Too many requests from one address inside the rule's window.
A shared datacenter IP where someone else spent the budget.
A rule keyed on something other than the IP — a path, a header, or a cookie — in which case rotating does nothing.
How to fix it
- Slow down and add jitter; the rule usually has a short window and clears on its own.
- Spread requests across a residential pool so no one address accumulates.
- Cache aggressively. The cheapest way past a rate limit is to not make the request.
